For town halls
Getting started with Swapsac.
Swapsac gives your municipality two things: a direct channel to your citizens, and real data on local circular economy activity.
Your Gazette puts your announcements, events and surveys directly in front of citizens. You publish, they see it. Citizens who have opted in receive an email instantly.
Your dashboard shows what's happening in your city: exchanges completed, CO₂ avoided, repair rate, active citizens - ready to export for sustainability reports, ADEME grant applications, or council meetings.
Setting up
Three steps.
Create your account
Go to swapsac.com/register and choose Town Hall as your account type. You'll need your municipality's official name, your INSEE code (optional), website, and a contact email. Your account is created immediately.
Confirm your email
Click the verification link in your inbox. This activates your login.
Wait for official verification
Our team verifies your municipality within 48 hours and emails you when approved. This unlocks your Gazette, surveys, and full dashboard access. Your verified badge appears on your public profile.
Your Gazette
The Gazette is your municipal noticeboard on Swapsac. Citizens in your city see it when they browse the platform.
What you can publish:

- Municipal events - concerts, markets, council meetings
- Citizen surveys
- Alerts and urgent notices
- Local initiatives and programmes
Your surveys
Ask your citizens a question directly from your dashboard. Results appear in real time. At the end, export a PDF summary for your council meeting or annual report.

You control what each person can do:
- View dashboard data
- Publish to the Gazette
- Create surveys
- Manage other staff members
Staff access can be revoked at any time.
Export your report
Click Export / Print Report from your dashboard at any time. Your full dashboard is captured as a PDF - ready for your sustainability report, ADEME grant application, Agenda 21 commitments, or Zéro Déchet reporting.
